Cynthia Paulsen, Clerk
Cynthia “Cyd” Paulsen-As a lifelong resident of DuPage County, Cyd has lived in Winfield Township for 38 years. Having been an educator for 41 years, much of her community involvement has been as a public servant. A few of her endeavors have included: 2.5 years on the Winfield Riverwalk Committee, a 4-H leader (“Just Say Nay”), sponsor of club Environmental Rescue and coach of the Envirothon team. She also volunteers at HESED house in Aurora and coordinated the collection and delivery of 13 loads of needed items to shelters.
As a retired educator, she is the legislative chair of the West Suburban Retired teachers, on the Illinois Education Association retired legislative committee, an IEA retired mentor of new teachers and an advocate for legislation that impacts education in Illinois, like the repeal of the Windfall Elimination Program, the Government Pension Offsets and the Tier 2 systems.
Cynthia has been a member of the largest union in the United States, the National Education Association, since 1975 and is certified in 14 areas of education.
Having attended Winfield Township meetings since July 2023 where she has gained knowledge about the duties and procedures of the township. Cyd is a good fit for the position of Clerk because several of her positions (chemist at Motorola, science teacher at Wheaton North High School, graphic drafter, part owner of a carbon nanotube company, writer of the Forensic curriculum, and varsity Scholastic Bowl Coach) have required attention to detail and the ability to interface with others as a vital part of those roles.
Mark W. Malay, Assessor
Mark spent his formative years in Winfield Township and decided to remain here with his wife, Laura, to raise their two children. Mark has worked in the Township Assessor’s Office for the past 20 years, with the last 15 years serving as our elected Assessor. His expertise and fairness as a Township assessor earned Mark the honor of serving as a past President of both the Northern Illinois Township Assessor’s Association and the DuPage County Assessor’s Association.
John S. Dusza, Highway Commissioner
John has lived in Winfield Township for 35 years and currently is living with his wife, Cindy, and son, Jacob in unincorporated West Chicago. John was employed by Winfield Township Road District for 17 years prior to being elected Highway Commissioner. For nine years John was a volunteer/paid on call firefighter for the Winfield Fire Protection District. He currently is an active member of the West Chicago Lions Club participating in their many fundraising events. John considers it an honor to have been able to work for the Road District and is appreciative of the opportunity to serve all the residents of Winfield Township as Highway Commissioner. Winfield Township Trustees
Winfield Township has four trustees whom comprise the legislative branch of the township. With the supervisor, they have voting rights over establishing township policies outside the jurisdiction of the assessor and highway commissioner.
David Brummel
My 28 years of experience and success in Warrenville is a valuable asset for Winfield Township. I work well with Staff and other elected officials, and my fiscally conservative philosophy has meant a debt-free Warrenville. I would like to see Winfield Township use every resource available to it, and make sure opportunities are not lost. David’s experience-BOD of DuPage Mayors and Managers Conference (twice served as President of the Conference), Chairman of the Executive Committee and BOD of DuPage Public Safety Communications (DU-COMM) for 17 years, BOD of DuPage Convention and Visitors Bureau for 14 years, DuPage Stormwater Committee for 12 years; last two as Co-Chair and recently reappointed. Member of Warrenville Community Advisory Council for Outreach Warrenville.
Kirsten Djonne
Kiki has served as an election judge for 4 years, where she gained valuable insights into the electoral process and developed a strong commitment to fair and transparent governance. Additionally, she has been the fundraising head of the Parent-Teacher Organization (PTO) for six years, successfully organizing events and initiatives that have greatly benefited Turner Elementary. Kiki is an energetic fitness professional who brings her enthusiasm to every aspect of her life. As a dedicated mother of one, she has always been involved in her community, balancing her family responsibilities with her passion for promoting health and wellness. Now, she is channeling her positive energy and commitment to service into a new venture as a newly elected Winfield Township Trustee. Her enthusiasm is driven by a desire to create a healthier, more inclusive community where every voice is heard. With her role as an election judge, leadership in the PTO, background in fitness, and hands-on experience as a parent, Kiki aims to bring a fresh perspective to the board, focusing on initiatives that support families, enhance local services, and foster a sense of unity and well-being. Her fun personality and genuine care for others make her a standout board member who is ready to make a real difference.
Rebecca Holmes
Rebecca Holmes is an 11-year resident of Winfield Township and a passionate advocate for children and families in West Chicago. Rebecca and her husband are proud parents of two children thriving in the district’s dual language program. With a deep commitment to community well-being, Rebecca currently serves as Secretary of the West Chicago Parks Foundation, a role she has held for 2 years. Previously serving as President for three years, Rebecca has a proven track record of leadership and a strong understanding of the needs of our community. As a fluent Spanish speaker Rebecca brings a unique perspective and valuable experience to the table. She is committed to fostering a welcoming and inclusive community where all residents have the opportunity to thrive.
Jennifer Scarpace
Jennifer Scarpace has lived in DuPage County for most of her life. Her youngest daughter attended Winfield Central School, and she is currently thriving in her freshman year at West Chicago Community High School.
With over 30 years of experience in community and social services, education, case management, crisis intervention, and program development, Jennifer has dedicated her career to advocating for vulnerable populations and improving the quality of life in her community. A passionate leader and committed advocate, Jennifer has worked across various sectors, including mental health, physical health, education, and employment services.
Jennifer has played a pivotal role in the development and implementation of therapeutic, educational, and wellness programs for children, adolescents, and families, as well as employment programs for adults with mental illness. Her expertise lies in creating holistic, accessible programs that empower individuals to improve their lives and reach their full potential. Additionally, Jennifer has been instrumental in developing community relationships and helping community members identify and access critical resources to support their wellbeing.
Her advocacy extends to fundraising, policy and legislative efforts, where she has worked with organizations like SCAN and RAINN to lobby Congress for the basic needs of children and families, including educational resources, victim’s rights, and community-based support systems. Her work with nonprofits has been focused on ensuring that vulnerable populations have access to the resources they need to thrive, which in turn helps to create a thriving community.
Jennifer holds a Master’s Degree in Health Psychology and a Bachelor’s Degree in Human Services, with a background in education, government, and public service. She will apply her knowledge and experience in the role of Village Trustee. She is deeply committed to fostering a connected, compassionate community where all residents can access the services and support they deserve.
